Haryana Cabinet Backs Vehicle Age Caps, Green-Only Aggregator Fleets and Unified Municipal Law

Implementation now shifts to formal notifications ahead of the winter assembly session on December 18.

Overview

  • New motor vehicle rules set maximum ages for commercial fleets, with diesel tourist vehicles capped at 10 years in the NCR, petrol and CNG tourist vehicles at 12 years, and most other permits allowed up to 15 years outside the NCR.
  • From January 1, 2026, app-based aggregators will be allowed to operate only green-energy vehicles in the state, with a Clean Mobility Portal under development to track licensed fleets.
  • The Cabinet cleared the Haryana Municipal Bill, 2025 to replace multiple municipal laws and bring 87 urban bodies under a single framework with updated finance, staffing and enforcement provisions.
  • Tehsil boundaries were realigned by shifting 17 villages and sectors across six districts to improve access to local services.
  • Recruitment and staffing changes include extra marks for NCC certificate holders and a 97% weight for the police knowledge test, a merit-based cadre-change policy for district teachers, and expanded posts in the Mines and Geology Department.
