Haryana Cabinet Approves HIV/AIDS Rules 2025, Designates Ombudsmen and Commits to Free Testing, ART

The move initiates state implementation of the 2017 HIV law via ombudsman oversight with free diagnostics plus ART access.

Overview

  • Division commissioners for Rohtak, Hisar, Karnal, Gurugram, Faridabad, and Ambala will serve as Ombudsmen, assisted by district Civil Surgeons, to handle complaints under the Act.
  • All government health institutions, from Sub Health Centres to medical college hospitals, will offer free HIV diagnostic services.
  • Free anti-retroviral therapy will be available at ART, Facility-Integrated ART, and Link ART centres in line with National AIDS Control Organisation guidelines.
  • The Haryana State AIDS Control Society is tasked with arranging diagnosis and treatment of opportunistic infections per Ministry of Health and Family Welfare standards.
  • Private healthcare providers will be integrated into service delivery and must report HIV-positive cases to the nearest ICTC or government hospital with strict protection of patient privacy and rights.
