Harvard and University of Toronto Offer Canadian Study Route for Visa-Blocked International Students

The contingency program will enroll returning Harvard Kennedy School students at U of T’s Munk School if U.S. visa curbs prevent their return; its start hinges on securing sufficient demand.

Overview

  • The plan applies to international students who have completed at least one year at Harvard’s Kennedy School and would see them classified as full-time, non-degree special students at U of T’s Munk School of Global Affairs.
  • Participants will follow a curriculum combining online and in-person courses taught by Harvard and Toronto faculty and graduate with a Harvard master’s degree.
  • Harvard Dean Jeremy Weinstein said the program will only launch if enough students unable to re-enter the U.S. due to visa or entry restrictions express interest.
  • Harvard has won two preliminary injunctions against the Department of Homeland Security’s move to strip its ability to enroll foreign students, allowing visa processing to continue during litigation.
  • The University of Toronto guaranteed that hosting Harvard students will not reduce available academic program slots or housing for its own students.
