Hartford Police Arrest Suspect in 2024 Shooting That Killed 23-Year-Old Bystander

Police say the victims were innocent bystanders caught in crossfire.

Jubul Walcott (Hartford Police) On Friday, July 5, 2024, at approximately 12:50 a.m., Hartford Police officers responded to 40 Cleveland Avenue for a reported shooting. Officers located two victims inside a vehicle—a female and male, both in their twenties. The female victim was transported to an area hospital where she was pronounced deceased. The male victim was alert, conscious, and also transported for treatment. Detectives from the Major Crimes Division and Crime Scene Division assumed the investigation. As the case progressed, investigators developed probable cause identifying Jubul Walcott (DOB 4/7/90) as the suspect responsible for the homicide. An arrest warrant was drafted, approved by a Superior Court judge, and on November 14, 2025, Walcott turned himself in at Hartford Police Headquarters. He was transported to the Hartford Police Detention Division for processing.
