Overview

  • Hamburg’s Economic Authority is preparing legislation to mandate shore power use for cruise ships from 2027, three years ahead of EU requirements.
  • The Hamburg Port Authority will have land-based power available at all cruise terminals by 2026, ensuring docks are ready for the new requirement.
  • Officials expect electricity from renewable sources to cut carbon dioxide, nitrogen oxide and particulate emissions in the port.
  • In 2024, 71 percent of shore power–capable vessels used the system as Hamburg handled over 1.3 million cruise passengers.
  • The Naturschutzbund Hamburg praised the early mandate as pioneering for climate and public health, while Left Party spokesman Stephan Jersch said the move remained overdue.
