Overview

• Since late 2023 the Hamburg Judicial Authority has recruited around 80 lateral entrants with administrative or commercial backgrounds to support court and prosecutor’s office operations.
• Net staffing in district court administrative offices has increased by roughly 30 positions even though 50 posts remain unfilled out of 670.
• The recently launched qualification program offers accelerated, on-the-job training for lateral entrants across all courts and public prosecution offices.
• New hires are easing pressure on citizen-facing services and contributing professional insights, but upcoming retirements and turnover continue to strain staffing levels.
• About 620 positions are currently filled, including many part-time roles, and authorities plan ongoing recruitment efforts with the Justice and Consumer Protection Agency.
