Overview
- Hamas announced Monday that it has dissolved the crisis and coordination committee that acted as Gaza’s de-facto civil government and will hand civilian tasks to the National Committee for the Administration of the Gaza Strip (NCAG).
- The NCAG is described as staffed by independent technocrats but existing ministry employees will remain in place, a step Hamas framed as a partial handover rather than a full relinquishment of authority.
- Hamas explicitly rejected Israel’s demand for unconditional disarmament, a condition Israel and many donor countries have said is required before they will accept or fund an alternative Gaza administration.
- That unresolved security question leaves it unclear who will oversee policing, border and oversight functions, and it casts doubt on whether international donors and aid agencies will provide large-scale reconstruction funds.
- Hamas has run a parallel, internationally unrecognised Gaza administration since 2007, and the current move changes civilian management without settling long-term control, accountability, or the humanitarian consequences for Gaza’s population.
