Haddad Skips UN Trip to Push R$5,000 Income-Tax Exemption in Congress

Chamber leaders scheduled a Sept. 23 briefing on the bill to prepare a floor vote.

Overview

  • Finance Minister Fernando Haddad will remain in Brasília to follow a possible vote on the proposal to exempt monthly incomes up to R$5,000, despite holding a valid U.S. visa.
  • The plan also offers partial relief for earners between R$5,000 and R$7,350, and although urgency was approved about a month ago, Chamber president Hugo Motta has not set a vote date.
  • Hugo Motta asked rapporteur Arthur Lira to present the text to party leaders on Sept. 23 to align final adjustments before taking it to the plenary.
  • Health Minister Alexandre Padilha declined to travel after the U.S. granted a visa with movement restrictions, while Itamaraty and the UN acknowledged broader delays affecting the delegation.
  • President Luiz Inácio Lula da Silva remains confirmed for the UN session, First Lady Janja is already in New York, and reporting estimates the measure’s fiscal impact near R$25 billion with studies pointing to a large increase in exempt workers.
