H-E-B’s First Dallas Store Faces Neighborhood Pushback Ahead of Zoning Hearing

A Sept. 18 zoning hearing will gauge city support for the plan following weeks of organized neighborhood pushback.

  • H-E-B has filed to rezone a 10-acre site at LBJ and Hillcrest from neighborhood office to regional retail to build a roughly 120,000–127,000-square-foot store with a two-story garage.
  • The company estimates about 45,000 weekly customers and has proposed traffic fixes including a new right-turn lane at Hillcrest and I-635 and two left-turn lanes at Hillcrest Plaza Drive.
  • Neighborhood groups including the Hillcrest Preservation Coalition and leaders of the Hillcrest Forest Neighborhood Association cite congestion, floodplain risks along White Rock Creek, property values and crime.
  • Supporters at a town hall said the store would improve grocery access in North Dallas and increase competition among existing grocers.
  • The case is set for a Sept. 18 Planning and Zoning hearing, with the Dallas City Council holding final authority and a best-case opening not before late 2028.
