Gurugram Authorities Fail to Act on Rights Panel’s Assessment Order for Neglected Elderly Couple

Despite the HHRC’s May 29 directive for a comprehensive evaluation, no government team has assessed the 96-year-old man and his 86-year-old wife abandoned in their flat, and the next hearing is set for July 3.

Overview

  • Residents of Ridgewood Estate reported the couple had been left with two untrained attendants and no proper medical supervision after their son moved abroad.
  • HHRC chairperson Justice Lalit Batra ruled the neglect violated the couple’s right to dignity under Article 21 and cited Sections 20 and 24 of the Maintenance and Welfare of Parents and Senior Citizens Act, 2007.
  • The Commission ordered the Gurugram deputy commissioner to form a multi-disciplinary medical and welfare committee for a medical, psychological and social assessment.
  • As of June 1, neither the district administration nor health authorities have contacted the couple or the condominium association to carry out the ordered assessment.
  • The HHRC will review the committee’s status report at a July 3 hearing and may pursue criminal liability if intentional abandonment is confirmed.
