GSI Refuses to Release Roberta Luchsinger’s Alvorada Visitor Logs

Overview

• The Gabinete de Segurança Institucional denied a Lei de Acesso à Informação request on Monday, September 28, 2026, refusing to disclose Roberta Luchsinger’s entry and exit records for the Palácio da Alvorada covering January 2023 through September 2026.
• The GSI justified the refusal by saying publication would ‘‘create risk to the security of institutions or high national or foreign authorities and their families’’ and said the logs reveal intimacy, but it did not state which LAI confidentiality level or how long the records will remain sealed.
• Two other federal bodies—the Ministry of Previdência Social and Anvisa—reported after searches that they found no access records for Luchsinger in their systems for the same period.
• Polícia Federal probes remain active and rely on seized material including a cellphone seized in December 2025, messages in which Luchsinger claimed close access, and reporting that links her, Fábio Luís Lula da Silva and former chief of staff Marco Aurélio Santana Ribeiro to paid efforts to favour a Unigel–Petrobras contract that was later annulled.
• Transparency advocates say the GSI move undercuts public oversight and highlights gaps in Brazil’s access‑to‑information and lobby rules given the government’s earlier 2023 declassification of other Alvorada visitor lists and the ongoing inquiries at the STF.
