Greater Anglia Enters Public Ownership as Labour Pushes Great British Rail Overhaul

The move advances the Great British Railways overhaul, with enabling legislation promised this session.

Overview

  • The government confirmed Greater Anglia transferred to public control on 12 October, becoming the third operator brought in under Labour’s programme.
  • Operations now run through GA Trains Limited, a subsidiary of DfT Operator Limited, taking the number of DfT-managed operators in public hands to seven of 14.
  • West Midlands Trains is scheduled to transfer on 1 February 2026 and Govia Thameslink Railway on 31 May 2026, which PA analysis of ORR data projects would lift the public-share of journeys to about 61% by next May.
  • Ministers say legislation to establish Great British Railways will be introduced this session, creating a single body to run services, set timetables and manage infrastructure.
  • Greater Anglia, which serves routes from London Liverpool Street across Essex, Suffolk, Norfolk and Cambridgeshire including Stansted Express, is among the best performers and passengers are not expected to see immediate changes; integrated leadership is being set up with Jamie Burles named Integrated Managing Director (Designate) for Anglia.
