Government Unblocks Junts’ Repeat-Offender Bill After Coalition Rupture

The Justice Committee will meet next week to constitute the ponencia that will examine the proposal behind closed doors.

Overview

  • The file had been frozen in the Justice Commission since February through successive extensions of the amendment period by the governing majority.
  • Officials present the move as a response to Junts’ break with the Government, while Juntsspokesperson Míriam Nogueras says the split will not be reversed.
  • Because the measure is an organic law, it requires an absolute majority in the Congress, and reports note it could advance with PP, Vox and Junts if PSOE stays out.
  • Junts’ draft broadens repeat-offender rules to certain less-serious, older offenses, raises penalties for theft of electronic items to one to three years, and allows municipalities to act as accusers to avoid prescription.
  • El País reports the ponencia will start work Wednesday and that the Executive is also speeding other initiatives previously backed by Junts to force positions in upcoming plenary sessions.
