Overview
- Since launching the mandatory redistribution on September 29, the government has opened 200 dossiers to move about 3,000 unaccompanied minors from the Canary Islands, Ceuta and Melilla to the peninsula, without detailing how many transfers have been completed.
- The Sectorial Conference approved €13 million for reception pressures in the islands and enclaves, allocating €5m to the Canary Islands, €4.1m to Ceuta, €2.7m to Melilla and €1.2m to the Balearic Islands.
- Debate on a royal decree to set minimum standards for child-protection centres was removed from the agenda after pushback from PP-led regions and Euskadi, though the ministry says the regulatory process continues.
- The draft decree seeks smaller facilities and lower child‑to‑staff ratios, prioritises family-based care over large centres and contemplates sanctions for regions that fail to meet the new requirements.
- Madrid said its shelters are “absolutely collapsed” and refused to receive more minors under what it called a forced, lottery-like allocation, while Canary and Balearic officials pressed for more funding and staffing, citing continued strain and limited transfers out of the islands.
