Government Launches Co‑Produced PIP Review, Appoints Two Co‑Chairs

Ministers say PIP will stay non‑means‑tested with no eligibility changes before the autumn 2026 report.

Overview

  • Dr Clenton Farquharson CBE and Sharon Brennan have been named co‑chairs alongside Sir Stephen Timms as the first full PIP review formally gets underway with updated terms of reference.
  • An expression of interest has opened to recruit a 12‑member steering group, with most seats for disabled people or representatives of Disabled People’s Organisations to lead co‑production.
  • Ministers confirmed there will be no further proposals to alter PIP eligibility until the review reports and reiterated that PIP will remain a non‑means‑tested cash benefit.
  • The review will consider both Daily Living and Mobility components, the assessment criteria and PIP’s role across the benefits system, including ways to reduce duplicate assessments and improve evidence sharing.
  • The review will operate within OBR spending projections, a stance that has spurred debate over potential savings, with an interim update expected ahead of a final report to the Secretary of State in autumn 2026.
