Overview
- Decree 770/2026, which was published Friday, August 21, 2026, reclassifies the Registro Nacional de Armas (Renar) as an organismo desconcentrado within the Ministry of Security and raises its leadership to secretary and subsecretary rank.
- The decree expands Renar’s remit to cover the full lifecycle of controlled materials, including registration, manufacture, trade, transfers, import/export, seizures, confiscations and destruction, and it places the Banco Nacional de Materiales Controlados and national registries under its control.
- The new director ejecutivo will have explicit powers to impose administrative sanctions, issue general and specific acts, and order preventive or precautionary measures such as suspension of authorizations and administrative immobilization of materials.
- The reorganization places Renar administratively alongside major federal security forces but does not grant it the same operational status as those forces, and the decree says the change does not increase the number of public administration units.
- Operational details remain to be set by the Executive and the Ministry, including formal appointments and implementation steps, while the change continues a broader policy shift that has loosened several legal-market rules for firearms since mid-2025.
