GOP Lawmakers Pledge to Forgo Pay as Shutdown Continues and Paychecks Keep Flowing

Constitutional provisions keep congressional and presidential salaries intact during the funding lapse.

  • Several Republicans said they will donate or request withholding of their pay, including Sen. Lindsey Graham, who pledged daily donations to Upstate Warrior Solution.
  • Nebraska Sen. Debra Fischer asked the Senate financial clerk to withhold her paycheck, and Florida Sen. Ashley Moody said she will donate hers to the Crisis Center of Tampa Bay.
  • South Carolina Reps. Nancy Mace and Joe Wilson requested that House administrators withhold their pay, Rep. Sherri Biggs is seeking a suspension, and Rep. Ralph Norman reintroduced a measure to halt congressional pay during shutdowns without back pay.
  • Despite these pledges, salaries for Congress and the president continue under the Constitution and the 27th Amendment, which prevent immediate changes to compensation.
  • The shutdown persists after a House-passed stopgap to fund the government through Nov. 21 stalled in the Senate, leaving many federal employees furloughed or working without pay until funding is restored.
