Overview

  • Rollout will begin with early access in October 2025, open to all developers in March 2026, and take effect in September 2026 in Brazil, Indonesia, Singapore, and Thailand before expanding globally in 2027 and beyond.
  • The policy applies to apps installed by any method on certified devices, including third‑party app stores and direct APK sideloads, but does not affect uncertified devices without Google Mobile Services.
  • Verification will confirm the developer’s identity rather than review app content, and developers may continue distributing outside Google Play or through any app store.
  • Google is launching a new Android Developer Console for those distributing outside Google Play and plans a separate account type tailored for students and hobbyists.
  • Google cites internal analysis finding over 50× more malware from internet‑sideloaded sources and highlights support from groups including Brazil’s FEBRABAN and ministries in Indonesia and Thailand.
