Goa Empowers District Magistrates With NSA Detention Powers for Three Months

Officials cite recent gang violence and repeat offenders, with a new advisory board set to review any detentions within three weeks.

Overview

  • The order, issued on November 5 by under secretary Manthan Manoj Naik, takes effect upon publication in the Official Gazette.
  • The authorization covers North Goa and South Goa, allowing the collectors to detain persons viewed as threats to state security or public order under Section 3(2) of the NSA.
  • Goa DGP Alok Kumar requested the delegation, saying preventive arrests since August 1 were proving insufficient against organised elements and repeat offenders.
  • The government constituted an NSA advisory board of Justice U V Bakre and former district judges Sayonara Telles Laad and Vandana Tendulkar to review each detention within three weeks and hear appeals.
  • The move follows incidents including the September 18 assault on activist Rama Kankonkar, a mid-August gang shooting, and an October 26 clash in Panaji; eight suspects were arrested in the Kankonkar case, seven listed as repeat offenders.
