  • Chief Minister Pramod Sawant announced on Goa’s 39th statehood day that the state has achieved full literacy under the ULLAS Nav Bharat Saaksharta Karyakram.
  • Official surveys report a literacy rate between 99.5% and 99.72%, exceeding the 95% benchmark set by the Ministry of Education for functional literacy.
  • Goa became the second state after Mizoram to meet ULLAS criteria following a programme aligned with the National Education Policy 2020.
  • The ULLAS scheme, running from 2022 to 2027, provides foundational literacy, numeracy, critical life skills, vocational training and continuing education for adults aged 15 and above.
  • A whole-of-government approach and a network of volunteers identified 6,299 non-literate individuals and successfully trained over 2,100 learners across panchayats and municipalities.
