GitHub Recasts Copilot as an Agent-First Software Delivery System

GitHub says the move will let AI agents run tasks from idea to merge and has forced a large-scale platform rebuild to handle a surge in agent activity.

Overview

  • GitHub announced at its Universe conference on Wednesday that Copilot is now positioned as the core of an agentic delivery system that directs work from issues to merged code.
  • The company shipped multiple agent features including the Copilot app, Copilot Fusion for model routing, multi-repo Copilot Projects, cloud Copilot Automations, Code Review Max, and AI Scans.
  • GitHub disclosed Octoverse figures showing agents opened about 110 million pull requests in September, more than 40% of PRs, and said agent PRs tend to touch many files and merge faster than human PRs.
  • To handle the volume spike GitHub said it has added roughly 4 million CPU cores, 160 petabytes of high-speed storage, and 50 Tb/s of network capacity and is migrating to multi-region Azure while redesigning Git for much higher throughput.
  • Enterprise customers can access Copilot features immediately under a credits-based billing model that ties cost to agent usage, a change that shifts billing from per-seat licensing to task-driven consumption and raises new cost and migration risks.
