Germany’s Prosecutors Log Record Backlog Despite Drop in Cannabis Cases

Destatis links the peak to slightly more new matters than completions in 2024.

Overview

  • Prosecutors recorded about 5.492 million new procedures in 2024 and completed about 5.464 million, leaving roughly 27,400 more pending.
  • Open investigations reached 950,900 at year’s end, up about 34% since 2020 and the highest since the series began in 2014.
  • Completed narcotics procedures fell 26% to around 315,000, a decline tied to the partial legalization of cannabis from April 2024.
  • About 60% of investigations were discontinued, while roughly 7% led to an indictment and about 10% resulted in a penal‑order request.
  • Around 83% of completed cases were initiated by police, reflecting how police-driven inflow concentrates workload at prosecutors’ offices.
