Germany’s E-Patient Record Sees 10.6 Million October Uploads as Provider Mandate Takes Hold

Patient access remains low due to complex identification steps.

Overview

  • Since October 1, doctors, psychotherapists and other providers must upload treatment‑relevant documents to patients’ electronic records under KBV rules.
  • Gematik reports 10.6 million documents uploaded in October and about 37 million overall, with roughly 2.6 million new uploads per week.
  • Participation has reached about 70,500 of 98,500 physician practices, while around 28,000 practices are not yet taking part.
  • Technical readiness is high, with roughly 95% of practices, dental practices and pharmacies equipped for ePA and clinics at about 90%.
  • Active patient use remains limited, with TK at 6.5% and AOK reporting roughly 1% logging in, as multiple apps and stringent ID methods hinder adoption.
