Overview
- Three German news outlets reported that the Bundesfinanzministerium sent a Stability Council report showing the federal budget formally violates the joint fiscal criteria, a finding Finance Minister Lars Klingbeil has acknowledged to state finance ministers.
- The report shows the federation will miss one of four Stabilitätsrat criteria in 2026–27 and is projected to miss three of four criteria from 2028 onward, which triggers a formal Stabilitätsrat review of a possible Haushaltsnotlage.
- The shortfalls are driven mainly by large additional defence modernization outlays started in 2025 that are being financed by borrowing under a constitutional allowance for extraordinary military spending.
- Rather than launch the Stabilitätsrat evaluation committee that could recommend spending limits, Berlin is pushing an Expressverfahren to add a domestic exception mirroring the EU rule and aims to seek a decision at the Stabilitätsrat meeting on 3 December 2026.
- If the fast rule change is approved the federal government could avoid formal austerity orders, but the move raises questions about domestic oversight, the balance of power between Berlin and the Länder, and how fiscal rules will treat future defence spending.
