Germany’s 2024 Arms Exports Hit Record €12.83 Billion, Led by Ukraine

The official report highlights a shift toward third-country recipients with cabinet review pending.

Overview

  • Germany approved €12.83 billion in arms exports for 2024, surpassing the previous record of €12.13 billion in 2023.
  • Ukraine was the largest recipient at €8.15 billion, receiving 306 armored combat vehicles, 316 rockets and rocket systems, 78 battle tanks and 11 large-caliber artillery systems.
  • Tracked and wheeled military vehicles accounted for €4.4 billion, followed by bombs, torpedoes and missiles at €2.9 billion, and warships at €1.5 billion.
  • Exports to EU, NATO and equivalent partners fell to €1.58 billion, while approvals for third countries rose to €11.26 billion, including €736 million to the EU alone.
  • Authorities approved 5,052 individual licenses and rejected 62 applications, with Pakistan, Thailand and Malaysia most frequently refused, and Singapore receiving 33 Leopard 2 tanks plus a Type 218 submarine.
