Germany to Lift Pay for President, Chancellor and Ministers by 5.8% Under Public-Sector Deal

The interior ministry confirmed the automatic transfer of April’s public-sector agreement to civil-service pay, with retroactive payment dates still to be set.

Overview

  • The package delivers a 3% increase backdated to April 2025 and a further 2.8% from May 2026 for top federal officeholders.
  • Monthly pay will rise to about €24,300 for the federal president, around €21,900 for the chancellor excluding allowances, and roughly €17,600 for ministers.
  • The Federal Interior Ministry said the collective deal will be applied to civil servants “zeitgleich und systemgerecht,” reflecting the legal linkage to civil-service remuneration.
  • Civil servants are expected to receive backpayments starting in December, while the timing and mechanism for ministers’ retroactive sums remain unresolved.
  • With the federal budget passed in mid-September removing prior constraints, implementation can proceed as millions of public-sector employees also see raises plus changes to special payments and leave from 2026–2027.
