Germany Shortlists Eight Former Barracks to House New Volunteer Wehrdienst

The Defence Ministry has opened stakeholder consultations to resolve clashes with civilian uses before deciding on any reactivations.

Overview

  • In early July the Defence Ministry published a shortlist of eight former military sites being assessed for use as recruit accommodation and training, including Graf‑Stauffenberg in Sigmaringen, Hinrich‑Wilhelm‑Kopf in Cuxhaven, Rantzau in Boostedt and the Ray Barracks in Friedberg.
  • The ministry has moved the process into a planning and consultation phase and stressed that no final reactivations have been approved.
  • Several candidate sites currently host civilian functions such as state refugee reception centres, planned housing developments, a justice school and county projects which would need to be renegotiated before any military return.
  • The review responds to the new voluntary Wehrdienst law that took effect on 1 January and to plans to grow the Bundeswehr toward roughly 260,000 active troops and a large reserve, creating urgent demand for beds, depots and training space.
  • Local leaders are divided and want clarity because the federal review has frozen conversion or development work in some places while others, as in Fuldatal, have already won confirmation that military reuse will not proceed, a dynamic that will shape local planning and housing availability.
