• At 11:00 the BBK will send a nationwide test warning with an all‑clear at 11:45 from the national warning center.
• The all‑clear will not be delivered via Cell Broadcast this time, as operators and authorities continue assessing that capability.
• Berlin will activate more than 200 newly installed, solar‑powered sirens for the first time in over 30 years, with output rated up to 130–140 decibels and expansion toward roughly 450 units by year’s end.
• Participation is voluntary, so capabilities vary by locality, with many districts using mobile sirens or skipping channels where technology is not yet available.
• The Interior Ministry plans a ‘Pakt für den Bevölkerungsschutz’ worth up to €10 billion through 2029 to upgrade warning systems, vehicles, shelters and resilient communications.
