Germany Sets Record €12.83 Billion in 2024 Arms-Export Approvals

A leaked government report shows a shift toward third-country licenses, prompting cabinet review.

Overview

  • Ukraine was the largest recipient with about €8.15 billion in approved licenses, including 306 armored combat vehicles, 316 rockets and rocket systems, 78 battle tanks and 11 large-caliber artillery systems.
  • Authorizations to EU, NATO and NATO-equivalent partners fell to €1.58 billion, while approvals for third countries rose to about €11.26 billion, a near doubling from 2023; Ukraine is counted as a third country.
  • The biggest export categories were tracked and wheeled military vehicles (€4.4 billion), bombs/torpedoes/missiles (€2.9 billion) and warships (€1.5 billion).
  • The government recorded 5,052 individual approvals and rejected 62 applications, with the most refusals involving Pakistan, Thailand and Malaysia.
