Germany Scrambles to Transpose EU Battery Regulation — Deposit Plan Gains Momentum

Overview

  • The new EU Regulation 2023/1542 will become binding across member states on August 18, 2025, replacing the outdated 2006 directive on battery sustainability and recycling.
  • Germany’s national implementation bill, the Batt-EU-AnpassG, is under Bundesrat review and slated for a Bundestag vote on September 11, 2025, with a probable two- to three-month legal gap before full alignment.
  • Manufacturers will be required to offer free, nationwide take-back points for all battery types, clearly label chemical compositions, and ensure batteries are easily removable, extending obligations to e-bikes, e-scooters and electric vehicles.
  • BDE President Anja Siegesmund and several state environment ministers are pushing for a consumer deposit system to curb rising fire risks from improperly discarded batteries.
  • The Austrian government is examining a deposit scheme of €10 for small batteries and €50 for larger units, according to Salzburger Nachrichten.
