Germany Revokes Nearly Half of Afghan Admission Promises for Pakistan-Based Applicants

The government says Paragraph 22 pledges were not legally binding.

Overview

  • Official replies to a parliamentary inquiry show that of 2,308 people with Ampel-era assurances in Pakistan, 788 have been brought to Germany since May and about 410 remain in the departure process.
  • Revocations focus on commitments issued under Section 22 for the human-rights list and the 2022 bridging programme, which the government says it no longer intends to honor.
  • A ruling by the Berlin-Brandenburg Higher Administrative Court in September allowed the state to retract such assurances in part.
  • Left party migration spokeswoman Clara Bünger condemned the withdrawals and cited figures claiming only about 3% of interviews raised security concerns, while saying just 81 of 218 remaining local staff still have upheld promises.
  • Many affected applicants remain in Pakistan after relocating for planned transfer with German support, and numerous lawsuits against negative decisions are pending; overall admissions from Afghanistan since May 2021 total 37,652 according to government data.
