Germany Proposes €550 per Tonne Tax on Plastic Packaging

Officials say the levy will provide fresh federal revenue to help shore up the budget.

  • The government has circulated a draft Kunststoffverpackungsteuergesetz that is in inter‑ministerial consultation with the Federal Environment Ministry leading and targets a 1 July 2027 start.
  • The tax would apply to packaging with more than 5 percent plastic content and explicitly covers films, transport and packaging materials, lids, closures and plastic capsules.
  • The draft sets the rate at €550 per tonne and allows companies to apply for an exemption when packaging is made from recycled plastic.
  • Budget estimates vary but place additional revenue at roughly €670–805 million in the first partial year and about €1.5 billion annually from 2028.
