Germany Pauses EU Plan to Suspend Israel’s Horizon Europe Access

Germany, backed by other member states, has stalled the sanctions plan by requesting that the Council’s working group examine its legal basis before any vote.

Overview

  • On July 28, the European Commission recommended partially suspending Israel’s participation in Horizon Europe over alleged human rights violations in Gaza.
  • The sanctions proposal requires approval by at least 15 of the EU’s 27 member states representing 65 percent of the bloc’s population.
  • At a July 30 COREPER meeting in Brussels, Germany and several other states refused to endorse the plan without further legal and technical analysis.
  • A majority of EU delegations have expressed support for the sanctions as leverage to pressure Israel into improving humanitarian conditions in Gaza.
  • The EU Council’s working group has been tasked with clarifying procedural details and assessing the qualified-majority voting rules before any final decision.
