Germany Opens Two-Thirds of University Programmes as Admission Limits Fall to 32.5%

A decline in first-year enrolment alongside an expanded programme catalogue has driven the drop in courses with grade-based limits or tests.

  • Only 32.5 percent of study programmes will require a Numerus clausus or selection test in winter semester 2025/26, down 2.7 points from last year.
  • Berlin and Baden-Württemberg lead in restrictions at 54.4 percent and 50.2 percent, while Thüringen, Rheinland-Pfalz and Brandenburg each restrict fewer than 18 percent of courses.
  • Universities report slightly lower admission limits (29.7 percent) compared with universities of applied sciences (30.8 percent).
  • Bachelor programmes face fewer restrictions (30.6 percent) than master’s programmes (33.8 percent).
  • Law, economics and social sciences have the highest restriction rates, whereas over three-quarters of engineering and natural science courses remain open to all applicants.
