Germany Mandates Electronic Patient Records in Doctors’ Offices From Oct. 1

Active patient use remains low despite mass auto-creation by insurers.

  • Physicians in outpatient practices must begin filling and using ePAs on Oct. 1, with Gematik expecting over 90% of practices, dental practices and pharmacies to be technically ready and Thuringia reporting 96% of its 3,011 practices equipped.
  • Roughly 70 million of about 74 million statutory insured people have been auto-issued records under an opt-out model, yet only 1.37 million across TK, AOK and Barmer have activated personal access, an increase of about 170,000 since mid-July.
  • About 58,000 of 98,500 medical practices are already participating alongside 19,700 dental practices, nearly 6,500 pharmacies and 727 clinics, with around 1.9 million documents uploaded each week and many hospitals expected to adopt hospital-wide use later next year.
  • Clinicians can view and add documents even if patients do not use the app, as inserting the insured card grants a standard 90-day access window, while patients need a one-time verification via eID or e-health card with PIN to manage permissions.
  • Private participation remains limited, with only 5 of 36 full-coverage private insurers offering ePAs and 15 offering e-prescriptions, according to the industry association.
