Germany Ends Heat-Pump Billing Exemption, Mandates Meters for Multi-Unit Buildings

The shift is meant to make billing fairer by charging each household for actual heat-pump use.

  • Building owners must have consumption meters installed and operational by 30 September 2025, after which flat or floor-area allocations are no longer permitted.
