Germany Ends Heat-Pump Billing Exemption for Multi-Unit Buildings From Oct. 1

Owners of multi-unit buildings must install operational meters by 30 September 2025 to enable tenant-by-tenant billing.

Overview

  • From 1 October 2025, consumption-based metering is mandatory for central heat pumps in multi-unit residences, ending flat allocations or floor-area billing.
  • The Bundesverband Wärmepumpe states that suitable measuring devices must be installed and in operation by 30 September 2025.
  • Decentralized systems in individual apartments or single-family homes are not affected by the new requirement.
  • Transparent metering can reduce ancillary costs for low-consumption households and encourage more careful use of heating and hot water.
  • For planning, a 2022 modelled Wärmepumpen-Ampel map indicates about 75% of German homes are suitable for at least one heat-pump type, though it serves only as an orientation and does not replace expert advice.
