- Properties that missed the 30 September installation deadline risk sanctions, with tenants allowed to reduce heating charges by up to 15% where compliant metering is absent.
- The obligation covers only central heat-pump systems in multifamily buildings and does not affect decentralized setups or single-family homes.
- Devices installed in 2025 are used to account for 2026 consumption, meaning many tenants will see the first consumption-based statements in 2027.
