German Household Gas and Electricity Prices Edge Lower in First Half of 2025

Higher taxes and levies outweighed much of the relief from lower energy and distribution costs.

Overview

  • Household gas averaged 12.13 cents per kWh in 1H 2025, down 1.2% from 2H 2024, according to Destatis.
  • Household electricity averaged 39.92 cents per kWh, a 3.1% decline versus the previous half-year.
  • Compared with late 2021 before the Ukraine war, household gas prices were 77.6% higher and electricity 21.4% higher.
  • Taxes, levies and charges increased for households (gas +5.8%, electricity +7.2%) due to a higher gas storage levy and the CO2 tax.
  • Costs for energy and distribution fell sharply for households (gas −9.2%, electricity −9.7%), while non-household prices diverged with gas up 6.3% to 6.75 cents per kWh and electricity down 5.9% to 19.33 cents.
