German Health Insurers Report Surging Costs and Care-Billing Fraud

Long-term care costs are rising fastest, intensifying pressure on insurers.

Overview

  • DAK reports average per-capita spending of €5,356 for the past year, an increase of 8.7% from the prior year.
  • Within that total, DAK says long-term care benefits averaged €1,091 per insured person, up 13.8% year over year.
  • KKH cites nationwide fraud losses of €5.4 million last year, including about €3.7 million linked to a single ambulatory provider in Saxony-Anhalt.
  • KKH pursued 479 new tips of possible billing misconduct, including seven in Mecklenburg-Vorpommern.
  • The GKV association documents more than €200 million in provable damages from fraud and corruption in 2022–2023, with about €92 million in open claims secured, as experts warn of a likely much larger undetected total.
