German Courts Hand Down IS Support and War-Crimes Verdicts in Stuttgart and Munich

The twin rulings underscore a judiciary drive to sever IS funding pipelines, reinforcing accountability for crimes committed in Syria.

Overview

  • OLG Stuttgart sentenced a 35-year-old to one year and ten months in prison and a 29-year-old to 18 months on probation for supporting a foreign terrorist organization and violating the Foreign Trade and Payments Act.
  • In June 2020 the older defendant funneled €2,200 via Hawala to Syria as part of €2,500 given for the smuggling of an escaped IS member, and in July 2020 the younger defendant sent about €2,000 via Hawala to IS.
  • The Stuttgart court ordered the continuation of custody for the 35-year-old, who has been in pre-trial detention since October 2024.
  • OLG München convicted three Syrians after a 14‑month trial, imposing sentences of nine years and ten months, seven years, and four and a half years for war crimes as well as membership or leadership in a foreign terrorist organization; the verdict is not yet final.
  • Judges found that Amer Tarak A. founded a rebel group that later merged into IS, seized a Deir Ezzor oilfield to fund his fighters and family, and that a co-defendant filmed a sectarian attack, while rejecting claims the acts were part of a legitimate liberation struggle.
