GDV Releases 2026 Car-Insurance Regionalklassen, Reclassifying Millions

As advisory guidance, the classes inform pricing without dictating it, since premiums reflect each insurer’s tariff and current repair-cost pressures.

Overview

  • About five million motorists move to higher liability classes, roughly 5.3 million to lower ones, and around 32.1 million remain unchanged; in Kasko, about 2.1 million are upstaged and 2.6 million downstaged.
  • Higher classifications cluster in Hessen and North Rhine-Westphalia, while Brandenburg, Schleswig-Holstein, Lower Saxony and Mecklenburg-Western Pomerania show comparatively favorable balances.
  • Offenbach and Berlin have the weakest loss records at nearly 40% above average, whereas Elbe-Elster posts the best Haftpflicht balance at about 30% below the national mean.
  • Berlin’s Teilkasko rises by one step, putting roughly 420,000 policyholders in a higher class, with other local shifts reported across several states.
  • Insurers can apply the new tables immediately for new contracts and at the next insurance year for existing policies, and actual premiums also depend on vehicle type, mileage, no-claims history and elevated repair costs.
