GDV Recasts 2026 Auto Insurance Region Classes, Shifting Costs for Millions

The advisory tables take effect for new policies now, with renewals following next insurance year.

Overview

  • For 2026, 99 of 413 registration districts change class, leaving about 5.3 million drivers in lower tiers and roughly 5.0 million in higher ones, while around 32.1 million remain unchanged.
  • Urban areas fare worst: Offenbach has the poorest damage balance nationwide and Berlin is second, with claims in both nearly 40 percent above average, according to the GDV.
  • Rises concentrate in Hessen and North Rhine-Westphalia, where nearly one in four policyholders is reclassified upward; rural districts in Brandenburg, Schleswig-Holstein, Niedersachsen and Mecklenburg-Vorpommern generally score better.
  • Kasko adjustments are smaller, with about 2.6 million policyholders moving to lower comprehensive or partial-comprehensive classes and roughly 2.1 million moving higher.
  • Classifications reflect the vehicle owner’s registration district rather than the incident location, and final premiums also depend on factors such as vehicle type, mileage and no-claims history.
