Gazprom Says Ust-Luga Gas-Chemical and LNG Complex Reaches 70% Completion

Phased start-up runs from 2026 to 2028 under the Gazprom–Rusgazdobycha venture operated by Ruskhimalyans.

Overview

  • Gazprom chief Alexey Miller reported the complex is 70% complete during a year-end meeting.
  • The project is a joint build by Gazprom and Rusgazdobycha, with parity-owned Ruskhimalyans serving as operator.
  • Design capacity envisions processing 45 bcm of gas per year to produce about 13.1 million tonnes of LNG plus ethane, LPG and pentane‑hexane fractions.
  • Downstream facilities are set to convert ethane into up to 2.8 million tonnes of polyethylene annually, with 18.9 bcm of residual gas routed to Gazprom’s pipeline system.
  • Commissioning is staged: gas-processing lines target 2026 and 2027, with LNG trains planned for 2027 and 2028, up from 46% completion at end‑2024.
