Galeão Concession Reset Signed, Auction Set for March 2026 With R$932 Million Minimum

The shift to a 20% revenue-based fee is designed to rebalance the concession.

Overview

  • A TCU-approved term signed by RIOGaleão launches a sale-assisted auction to be held by 31 March 2026 with a minimum bid of about R$ 932 million.
  • The government plans to offer 100% of the concession in the auction, and the ports and airports minister says there is strong market interest.
  • Infraero will leave the venture by selling its 49% stake to the auction winner, completing its exit by March 2026.
  • The fixed annual payment of roughly R$ 1 billion is replaced by a variable outorga equal to 20% of gross revenue through 2039.
  • Santos Dumont’s passenger cap will be eased to 8 million in 2025, 9 million in 2026, 10 million in 2027 and then removed, with a compensation mechanism if limits persist; Vinci Compass now leads the private stake alongside Changi pending CADE review, as officials project up to 30 million passengers and about R$ 1.1 billion in investments over three years.
