Overview
- The workforce at the Office of the Director of National Intelligence will drop to roughly 1,300 by the end of fiscal 2025, with layoffs and details back to home agencies beginning Sept. 30.
- ODNI will close or absorb the Foreign Malign Influence Center, the National Counterproliferation and Biosecurity Center, and the Cyber Threat Intelligence Integration Center, merge the National Intelligence University into National Defense University, and eliminate the External Research Council and Strategic Futures Group.
- The restructuring follows an ODNI memo that, at President Donald Trump’s direction, immediately revoked the security clearances of 37 current and former officials and ordered termination of access, contracts, and credentials.
- Several of those named worked on the 2017 assessment of Russian interference, including Stephanie O’Sullivan and Vinh Nguyen, while critics called the revocations unlawful and politicized and some affected individuals consider legal action.
- Reactions split along party lines as Sen. Tom Cotton endorsed the downsizing and Sen. Mark Warner questioned Gabbard’s approach, and analysts warned that consolidating WMD, foreign influence, and cyber missions could weaken threat integration.
