Overview
- On Aug. 13–14, DNI Tulsi Gabbard declassified a Dec. 22, 2016 email thread in which then-DNI James Clapper urged CIA, NSA, FBI and ODNI leaders to be “on the same page” and accept procedural compromises under a tight schedule.
- The newly released exchange shows then-NSA Director Mike Rogers warning that his analysts lacked sufficient access to underlying intelligence and time to review it before finalizing the report.
- Gabbard and GOP allies say the emails prove Obama-era officials politicized the January 2017 ICA, while former intelligence chiefs including Clapper and Brennan argue the correspondence reflects operational pressures, not conspiratorial intent.
- This tranche follows earlier declassifications by Gabbard’s office of CIA lessons-learned reviews and House Intelligence Committee materials, and her criminal referrals to the DOJ this summer.
- The Department of Justice has convened a special strike force and grand jury to probe the matter, but as of mid-August no indictments have been filed.
