French Police Identity Checks Surge by 10%, Disproportionately Target Minority Youth

A recent Ipsos survey for the Défenseur des droits reveals that over half of identity stops lack clear justification, fueling public mistrust.

Overview

  • In 2024, 26% of respondents reported at least one police or gendarmerie identity check in the previous five years, up from 16% in 2016.
  • The Défenseur des droits found that young men perceived as black, Arab, or Maghrebi face four times the risk of being stopped and 12 times the risk of undergoing a detailed search.
  • More than half of individuals subjected to identity checks say officers did not explain the reason for the stop.
  • Nearly one in five people report experiencing inappropriate conduct during controls, including insults, provocations, or physical mistreatment.
  • One-fifth of respondents say officers refused to record their complaints and just over half of those given explanations say they trust law enforcement.
