French Lawmakers Back Mandatory Nutri-Score Labeling, With Exemptions for Protected-Origin Foods

The proposal still requires passage of the 2026 social-security budget and could be tested against EU labeling rules.

Overview

  • Deputies approved identical Green and Socialist amendments on Nov. 7 to require Nutri-Score on most food packaging during the Social Security budget debate.
  • A sub-amendment from Renaissance deputy Jean-François Rousset excludes products carrying national or EU quality signs such as AOP, AOC or IGP, with the list to be set by decree.
  • Health Minister Stéphanie Rist opposed the move, warning it may violate EU law and expose France to sanctions.
  • The measure includes a 5% turnover penalty for companies that fail to display the label, earmarked for Assurance Maladie, which critics say would be difficult to enforce.
  • Consumer group UFC-Que Choisir lamented the carve-outs, the food industry lobby ANIA questioned the measure’s legal basis, and nutrition experts noted the label has already driven recipe reformulations by major retailers.
