French Fuel Prices Seen Rising 4–6 Cents per Liter on Jan. 1, Industry Says

The increase reflects higher 2026 energy‑efficiency obligations under the CEE scheme that suppliers plan to pass through.

Overview

  • A government decree raised the CEE program’s budget from about €6 billion in 2025 to more than €8 billion for 2026, applying to all energy volumes sold from January 1.
  • Ufip projects a 4 to 6 cent per‑liter increase at the pump from January 1, with the CEE component rising from roughly 11 cents to 15–17 cents per liter.
  • Fuel prices are not regulated in France, and distributors’ net margins of about 1–2 cents per liter suggest most of the added cost will be passed to motorists.
  • Engie will revise Passerelle gas contracts on January 1 to reflect CEE changes and new biogas support, increasing affected customers’ annual gas budgets by about 3.5%.
  • The finance ministry said it will be very vigilant about 2026 price impacts, and the prime minister’s office asked the economy minister to develop scenarios to lower electricity prices.
